New Full-Time PhD Students: The scheme is open to candidates seeking admission as new full-time PhD students at one of the eight participating universities in Hong Kong. Applicants who are already enrolled in a PhD program in these universities are not eligible.
Universities: Applicants must be applying to one of the following eight universities in Hong Kong:
- City University of Hong Kong
- Hong Kong Baptist Universit
- Lingnan University
- The Chinese University of Hong Kong
- The Education University of Hong Kong

- The Hong Kong University of Science and Technology
