Foreign-trained doctors who want to work as physicians in Bavaria, Germany must obtain a professional license called Approbation.
This license grants full authorization to practice medicine independently in Germany.

The process is managed by the Government of Upper Bavaria – Central Recognition Office for Approbation Professions (ZAABY). Doctors trained in non-EU, non-EEA, or non-Swiss countries must have their qualifications officially recognized.

If your medical degree is not automatically recognized, you will receive a Bescheid (official decision letter). With this Bescheid, you can apply for a visa, move to Germany, improve your German language skills, and pass the required exams before receiving your Approbation.

Completed a medical degree in a country outside the EU/EEA/Switzerland.
Qualification must be equivalent to German medical training (otherwise, you must pass a knowledge exam).
Proof of German language skills at least B1, this required for the visa process.
Proof of good health and good conduct (no criminal record).
Valid passport and ability to obtain a visa to live and work in Germany.

Medical degree / diploma (with certified copy).

Detailed academic transcript
- List of all subjects, hours, and grades studied.
- Proof of required internships if applicable.
Complete CV
Signed by hand, chronological, with exact dates (month/year) for all education and employment.
Certificate of good conduct
From every country where you lived more than six months in the last five years (not older than 3 months).
License to practice medicine in your home country (if available).
Certificate of good standing / No objection certificate
From each country where you worked as a doctor in the last five years (not older than 3 months).
Proof of medical work experience (employment references, specialist training certificates).
Curriculum / Study book (if available).
German language certificates (B2 general + C1 medical) (if available).
German police certificate (Führungszeugnis type “O”)
Only if you lived in Germany before. Must be less than 1 month old.

All documents must be officially translated into German and submitted as certified copies unless stated otherwise.

Recognition review
- If your qualification is fully equivalent → you will receive your Approbation.

- You will usually need a blocked account (Sperrkonto) to prove financial means during the process.

What is a Bescheid?
An official letter that states whether your degree is recognized or if you must take exams/language tests before receiving Approbation.

What are the visa requirements after receiving the Bescheid?
If you receive a Bescheid from the Government of Upper Bavaria (ZAABY), you can apply for a visa for professional recognition / Approbation at the German embassy or consulate. Most embassies require:

Bescheid confirming your qualification review and need for exams/language training
Valid passport (usually valid for at least 12 months)
Blocked account (Sperrkonto): minimum €11,904 per year (≈ €992/month in 2025)
German language certificate: at least B1 (many embassies require this level)
CV and motivation letter explaining your plan to complete the Approbation process
Health insurance covering at least your first months in Germany
Proof of accommodation (if required by the embassy)
Visa fee (usually about €75)

Do I need to be in Germany for the exams?
Yes. After getting the Bescheid, you must move to Germany to complete language training and exams. A blocked account (Sperrkonto) is usually required for your visa.

How much money do I need for the blocked account?
The official minimum for 2025 is €11,904 per year (≈ €992 per month). Some consulates may request more if your stay will be longer.

Can I work while preparing for exams?
Yes. You can work up to 20 hours per week while holding a visa for language and exam preparation. Full-time doctor work is only allowed after Approbation.

Is it better to study German before coming to Germany or after arrival?
It’s highly recommended to master German before coming. Reaching B2 (general German) will save time, reduce living costs, and help you adapt faster. You can then take specialized medical German courses in Germany to prepare for the Fachsprachprüfung.
