The DAAD Helmut-Schmidt-Programme, also known as Public Policy and Good Governance, is designed to empower future leaders from developing countries (refer to the list of countries). These leaders are individuals who are passionate about fostering democracy and social justice within their respective home countries. Funded by the German Federal Foreign Office, this programme provides an opportunity to earn a Master’s degree in fields that are particularly significant for the social, political, and economic progression in the students’ countries of origin. Upholding the principles of Good Governance, the programme educates highly accomplished graduates who hold a first academic degree in disciplines such as political science, law, economics, and administration, thereby preparing them for prospective leadership roles in their home countries.

Graduates from developing and emerging countries (bachelor or equivalent)

with a well-qualified first university degree and above-average grades (upper third) in Social and Political Sciences, Law, Economics, Public Policy and Administration
willing to actively contribute to the social, political and economic development of their home countries/regions
who have already gained practical experience relevant for the programme (professional experience, internships, political/social commitment)

A checklist and list of criteria, signed by hand. Print it out, sign it, scan it, and include it in your documents. Make sure to indicate the place and date of issue.
The DAAD application form titled “Application for a research/study scholarship”. Ensure your answers are typed or clearly legible.
A single letter of motivation (even when applying for two master’s courses). This should include the date of issue and a detailed account of your academic, professional, and personal reasons for wishing to participate in the Helmut-Schmidt-Programme. It should also explain your choice of master’s course(s), indicating why your first choice is your first choice, why your second choice is your second choice, and how they will advance you academically and professionally. The letter should be a maximum of two pages long. The same letter of motivation must be provided for both courses you are applying for.
A curriculum vitae in reverse chronological order, including the date of issue. Use the Europass format (please note: the Europass template does not include a date, so you’ll need to add it yourself). It should provide exact information about your studies and practical experience. Any gaps of three months or more must be explained.
Copies of your higher education degree certificates. If the original is not in German or English, please provide a certified translation and ensure these are clearly legible.
A copy of your full set of transcript of records, including an explanation of the grading system. If the original is not in German or English, please provide a certified translation and ensure these are clearly legible.
Confirmations of relevant professional experience or internships and/or proof of relevant political activities or service to your community, such as volunteering or work for charities or NGOs. These should be on headed paper, including an original (not scanned) or code certified digital signature, the date of issue, and a stamp. If necessary, please provide a certified translation.
Proof of English language skills.
A current written reference from your current employer or from a university lecturer (only if you are a student at present). This should be on headed paper, including an original (not scanned) or code certified digital signature, the date of issue, and a stamp. If necessary, please provide a certified translation.

For applicants from the People’s Republic of China, an APS Certificate must be submitted with their application documents.

Ensure that your application is submitted in either English or German. Clearly state that your application is for the DAAD Helmut-SchmidtProgramme (Master’s scholarships in Public Policy and Good Governance).

APPLICATION PROCESS

Fill out the DAAD application form titled ‘Application for a research/study scholarship’ just once, specifying your chosen master’s course or courses. If you’re applying for more than one course, clearly state your first and second choices.
In case you’re applying for two master’s courses: Rank your course preferences in your motivation letter. Explain why your first choice is your top preference and why your second choice is your next preference. For each course choice, provide clear reasons as to how it will benefit your academic and professional growth. The same motivation letter must be submitted for both courses you’re applying for.
Submit the application form to your chosen master’s course(s) (a maximum of two), along with the necessary documents (details provided below). Scholarship applications must be sent directly to the master’s courses.
As part of your application process, you are allowed to select up to two of these programs.

Scholarship recipients will be entitled to the following:

Monthly scholarships (currently valued at € 934) for master’s courses at German higher education institutions.
Coverage for health insurance while in Germany.
Suitable travel allowances for journeys between Germany and the respective developing and emerging countries.
A grant for study and research.
Rent subsidies and family supplements, if applicable.
A mandatory German language course in Germany, lasting up to 4 months prior to the start of the course.
