Unlike the Embassy Recommendation route, where applicants apply through the Japanese Embassy in their country, the University Recommendation route is managed through a Japanese university that screens candidates and recommends selected applicants to MEXT. The official Study in Japan website explains that MEXT has two main application routes: Embassy Recommendation and University Recommendation.

At Hokkaido University, the International Graduate Program, IGP, Special Quota is currently open for applicants seeking admission in the October 2027 intake. Applicants interested in this scholarship should first find a laboratory that matches their research goals and contact the laboratory director directly to ask about the application schedule, procedures, and documents.

This is why applicants should search university websites directly. Some universities announce special MEXT quotas for specific graduate programmes, research schools, or international programmes. These opportunities may not appear on embassy websites, so students who only follow embassy announcements may miss them.

For research-based Master’s and PhD applicants, contacting supervisors early is very important. A strong CV, clear research proposal, good academic record, and well-matched supervisor can make your application much stronger.

For the Hokkaido University IGP Special Quota, applicants should generally:

Be interested in graduate study at Hokkaido University’s International Graduate Program.
Have a research interest that matches one of the IGP laboratories.
Contact a prospective supervisor or laboratory director before submitting documents.
Prepare a strong research plan or field of study statement.
Have strong academic records.
Provide objective proof of English proficiency.
Meet the academic qualifications for admission to the graduate programme.
Be able to arrive in Japan by the date designated by MEXT or Hokkaido University.

Kyoto University states that pre-arrival MEXT applications can be submitted through either a Japanese diplomatic mission or a Japanese university. For University Recommendation, the application process varies by graduate school, and Kyoto University screens candidates to recommend to MEXT as research, Master’s, professional-degree, or doctoral students.

Nagoya University

Nagoya University lists MEXT University Recommendation under its scholarship information and explains that benefits may include application fee reimbursement after enrollment, registration fee exemption, full tuition coverage, monthly stipend, regional allowance, and round-trip airfare.

Is this the same as the Embassy Recommendation route?

No. Embassy Recommendation is managed through the Japanese Embassy or Consulate in your country. University Recommendation is managed through a Japanese university that screens applicants and recommends selected candidates to MEXT.

Is University Recommendation better than Embassy Recommendation?

Not always, but it can be better for some applicants, especially Master’s and PhD candidates who already have a clear research topic and can find a suitable supervisor. The best strategy is to check both routes.

Do all Japanese universities offer MEXT University Recommendation?
