The Tomorrow’s Leaders Program (TLP) is a fully funded undergraduate scholarship and leadership development program sponsored by the U.S. Department of State’s Middle East Partnership Initiative (MEPI). It aims to empower talented students from the Middle East and North Africa (MENA) who demonstrate academic excellence, leadership potential, and a commitment to civic engagement but lack the financial resources to access high-quality education.

Participants study at prestigious American-style universities in the MENA region, including the American University of Beirut (AUB), the American University in Cairo (AUC), and the Lebanese American University (LAU). The program not only provides a full scholarship but also includes leadership training, mentorship, internships, community engagement, and study abroad opportunities in the United States.

Nationality: Applicants must be citizens of one of these countries/territories: Algeria, Bahrain, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, West Bank/Gaza, or Yemen.
Education level: For the undergraduate program, applicants must be current high school seniors or graduates of 2025.
- Applicants from Iraq, Libya, Syria, West Bank/Gaza, and Yemen who graduated from high school in 2024 are also eligible.
- Those who graduated before 2024 are not eligible.
English language: TOEFL or IELTS is not required at the time of application. Shortlisted students will be supported to take the TOEFL in February if needed.
Academic performance: Strong academic record, typically 80% or higher in school grades or equivalent.
Leadership potential: Evidence of leadership roles, extracurricular activities, or community involvement.
Financial need: Priority is given to students from under-resourced backgrounds.
Citizenship restrictions:
Applicants cannot be U.S. citizens or U.S. legal permanent residents.
Dual U.S. citizens are ineligible.
Residency flexibility: Eligible applicants can be permanent residents of other countries as long as they are not U.S. permanent residents.

High school transcripts (official and translated into English if needed).
Proof of graduation or enrollment (for high school seniors or 2025 graduates).
National ID or passport (if passport not available, ID is accepted initially).
Personal statement/essay explaining leadership potential, goals, and motivation.
Recommendation letters from teachers or school officials.
Proof of citizenship if refugee status applies or special documents are required.
English test scores (optional if you already have TOEFL/IELTS before application; otherwise, the program will assist shortlisted students).

Create an online account on the Tomorrow’s Leaders application portal.
Fill out the application form, providing personal, academic, and extracurricular information.
Upload all required documents (school transcripts, ID/passport, recommendation letters, personal statement, etc.).
Indicate your preferred university (AUB, AUC, or LAU), but be willing to attend any partner university if selected.
Submit the application before the deadline.
Interviews: Shortlisted applicants will be invited for interviews in January.
Language testing: If you don’t have TOEFL/IELTS scores, you’ll be supported to take the TOEFL in February if shortlisted.
Final selection: Chosen candidates will be notified from May onwards.

Study abroad opportunity in the United States for one semester.
Alumni network access with over 1,900 leaders across the MENA region.

Do I need TOEFL or IELTS to apply?
No. You can apply without TOEFL or IELTS. If shortlisted, the program will help you take the TOEFL in February.
Can I choose which university I’ll attend?
You can state a preference (AUB, AUC, or LAU), but final placement depends on university requirements and selection results.
What GPA do I need?
Applicants should generally have 80% or better in their academic records. Partner universities’ admission standards will apply.
Can I apply if I’m already studying at a university?
Some cases may be accepted if you provide transcripts and explain why you want to transfer. Decisions are made case by case.
Can refugees apply?
Yes. Refugees can apply if they have proof of citizenship from one of the eligible countries.
Are U.S. citizens eligible?
No. U.S. citizens and permanent residents cannot apply.
How long does the program last?
Undergraduate scholarships cover up to four academic years of study.
What happens if my grades drop?
You must maintain a minimum cumulative GPA of 3.0/4.0 to stay in good standing and continue receiving the scholarship.
