​The Azerbaijan Government Scholarship 2025–26 offers fully funded opportunities for international students from over 150 countries, including members of the Non-Aligned Movement (NAM) and the Organization of Islamic Cooperation (OIC). This program supports studies at the undergraduate, graduate, doctoral, and medical residency levels in Azerbaijan's top public universities. ​


The scholarship covers full tuition fees, a monthly stipend of 800 AZN (approximately 470 USD), annual round-trip international airfare, visa and registration costs, and comprehensive medical insurance. Applicants must be nominated by their respective governments and meet specific age and academic criteria

Eligibility :

Must be from an OIC, NAM, or eligible partner country

  • Age limits:

    • Under 25 for Bachelor's and General Medicine

    • Under 30 for Master's

    • Under 40 for PhD

  • Minimum GPA: 70%

  • Valid educational background for the chosen level

  • Language proficiency:

    • IELTS 5.0 / TOEFL 40 (Bachelor’s)

    • IELTS 5.5 / TOEFL 50 (Master’s/PhD)

  • Proof of good health

  • HIV/AIDS and Hepatitis B/C test results

  • Official nomination by home country government

Required documents :

  • Completed nomination form (submitted through your country's Ministry of Foreign Affairs or Education)​

  • Diplomas and transcripts from previous education (minimum GPA of 70%)​

  • Medical certificate confirming good health, including HIV/AIDS and Hepatitis B/C test results​

  • Copy of a valid passport​Opportunities Pedia

  • Curriculum Vitae (CV) or resume​

  • Language proficiency certificate:

    • Undergraduate programs: IELTS 5.0 or TOEFL 40

    • Postgraduate programs: IELTS 5.5 or TOEFL 50

    • Alternatively, proof of prior education in the language of instruction​

  • Motivation letter​

  • Certificates of local and international awards (if available)

How to apply :

  • Get nominated by your country’s Ministry of Foreign Affairs or Education by May 15, 2025

  • Wait for nomination approval

  • Apply online via SIACAS between June 1–15, 2025

  • Choose up to 3 programs at different universities

  • Wait for results by July 31, 2025

  • Arrive in Azerbaijan by September 30, 2025
