The MEXT Scholarship via University Recommendation is an important pathway for international students who want to study in Japan with Japanese Government funding. Unlike the Embassy Recommendation route, where applicants apply through the Japanese Embassy in their country, the University Recommendation route is managed through a Japanese university that screens candidates and recommends selected applicants to MEXT. At Hokkaido University, the International Graduate Program, IGP, Special Quota is currently open for applicants seeking admission in the October 2027 intake. Applicants interested in this scholarship should first find a laboratory that matches their research goals and contact the laboratory director directly to ask about the application schedule, procedures, and documents.


This is why applicants should search university websites directly. Some universities announce special MEXT quotas for specific graduate programmes, research schools, or international programmes. Eligibility :

For the Hokkaido University IGP Special Quota, applicants should generally:

  • Be interested in graduate study at Hokkaido University’s International Graduate Program.

  • Have a research interest that matches one of the IGP laboratories.

  • Contact a prospective supervisor or laboratory director before submitting documents.

  • Prepare a strong research plan or field of study statement.

Nagoya University lists MEXT University Recommendation under its scholarship information and explains that benefits may include application fee reimbursement after enrollment, registration fee exemption, full tuition coverage, monthly stipend, regional allowance, and round-trip airfare.
